The layout on the front page of a newspaper will vary depending on the size of the city I found by looking at Newseum. For example, in Phoenix, Arizona the headline reads, "Storms and Freezing Temperatures to last all week" while in Decatur, Alabama the local paper's front page says, "Eagles Soar to Final Four." This shows the differences in newspapers based on the size of the city. Phoenix has breaking news while Decatur has updates on the local basketball team. Even though the size of the story seems to differ with size, the format is the same. Both papers had a picture relating to their story with a large title/headline and test cluttered around it. This is the same format used by most newspapers I have seen, so it is no surprise that both local and major newspapers are formatted the same.
