Do people change?

Hoda Muthana was 19 when she moved from Alabama to Syria to join the infamous group ISIS. Muthana was recruited online, and after hearing the message, thought it was the right thing to do for her god. When she was still encouraging the ISIS message, she would say things like "Go on drive-byes, and spill all of their blood, or rent a big truck and drive all over them..." when talking about westerners. But, after being there for 5 years, she discovered that things were not as she thought they would be. Muthana now regrets what she has done in the past, and wants to come back to the United States. But, she was told that she is no longer able to enter the country.  Many people feel that she should be able to enter the country because she is sorry for the things that she has done. Regardless of the way that she feels now, should people from terrorist groups be able to enter the country as they please?
